The
latest Government transport and planning policies recognise the need
to expand rail freight in order to reduce road congestion and
pollution, reports Philippa Edmunds. A key part of this policy is the
Rail Command paper, issued in March, which offers strong support for
rail freight’s value in economic, environmental and safety terms.
